Program Advisor/Evaluator (PAE) to our organization.
The PAE will lead, and conduct scheduled and ad hoc program reviews for compliance with the National Jewish Community Security Standards (NJCSS) and review program effectiveness of SCN programs. The PAE works with Security Executives in existing programs and organizational and community leadership of developmental programs to customize, implement, and monitor best-practice strategies for effective security programs. This position requires 24/7 response capability, both remote and physical, to community incidents and other critical needs.
What You Will Do
- Responsible for the evaluation of community security programs for compliance with the National Jewish Community Security Standards (NJCSS). Includes assisting the iterative review of NJCSS to facilitate updating the Standards, measures, and the evaluation rubric and process through lessons-learned and feedback from stakeholders and partners.
- Responsible for the evaluation of the SCN community security program and reviews of program impact and effectiveness measures. Includes assisting the iterative review of those measures to facilitate updating measures, metrics, and the evaluation process through lessons-learned and feedback from stakeholders and partners.
- Develop and maintain effective relationships with internal and external stakeholders and partners for evaluation of compliance and continuous improvement of the NJCSS and SCN program impact and effectiveness measures programs.
- Formally respond to assistance requests focusing on program development and improvement.
- Regularly lead information and planning meetings related to NJCSS, SCN program impact and effectiveness measures, and related programs.
- Build relationships with communities, agencies, and Jewish Federation Executives.
- Conduct security consultations, assessments, training sessions, tabletop exercises, webinars, donor meetings, law enforcement meetings, and other community engagements to support programs.
Qualifications
- A bachelor's degree from an accredited university.
- Completion of law enforcement certification from an accredited law enforcement academy or approved United States Military Criminal Investigative or Law Enforcement Military Occupational Specialty (MOS) with at least 10 years of sworn law enforcement experience (candidate is currently sworn law enforcement, retired in good standing, and/or honorably discharged from the military).
- Formal law enforcement leadership experience.
- Dynamic, results-oriented individual with the highest degree of personal integrity and ability to pass criminal, financial, reputational/conduct background checks as identified/approved.
- No criminal record or outstanding criminal charges.
- Ability to obtain a government security clearance of at least a SECRET level.
- Experience in conducting program effectiveness reviews, compliance audits, or internal evaluation processes preferred.
- Excellent leadership and decision-making abilities and verbal and written communication skills.
- Ability to effectively work in a dynamic, growing, and fast-paced organization.
- Familiarity with national emergency management interoperability requirements, procedures, and protocols.
- Ability to design, develop, and implement: Program Standards, compliance evaluation rubrics and processes, program impact and effectiveness measures, Standard Operating Procedures, organizational policies, and internal and public-facing products.
- Ability to distill and document best-practices from personal experience, program evaluations, lessons-learned, and standards and practices of comparable security programs.
- Ability to exercise discretion when handling confidential information.
- Ability to make timely decisions in dynamic situations, often lacking complete information.
- Strong presentation design and public speaking skills.
- Skilled in Microsoft Office and Adobe suite of services.
- Preferred experience in business development.
- Extensive travel is an anticipated component of the position.
- Ability to respond to after-hours and emergency requests in a timely fashion.
