Job Purpose
The Grants and Contracts Manager is responsible for the financial aspects of all grants and contracts. This position will work with programs and other departments across the Agency, to ensure that contract and grant requirements and accounting are monitored and adhered to on an ongoing basis.

- Direct client groups across multiple programs throughout the Agency.
- Partner with internal customers and external clients
Key Responsibilities And Accountabilities
Contract Compliance
- Collaborate with Budget Analysts and Senior Finance Management on federally funded contracts to ensure compliance with OMB A-133 and A-122 regulations. Work with Development and Program to ensure that fiscal requirements for grants and contracts are identified, realized, and monitored.
- Prepare for audits conducted by government agencies and assist with the external audit as assigned.
- Ensure adherence to guidelines and policies as well as monitor the financial and programmatic status of accounts.
- Assist the grant writers in the preparation and submission of grant budgets and contract proposals, ensuring budgets are completed in a timely manner according to project deadlines.
- Serve as the point person on grant and contract issues regarding budgets, billing and tracking accounts receivable.
- Design and implement process improvements to identify and manage financial compliance risk.
Grant Accounting & Compliance Reporting
- Participate in monthly finance meetings to review fiscal and contract performance and provide information to program managers to adjust spending. This includes budget to actual variance analysis.
- Develop and recommend appropriate allocation methodologies which include assessing and presenting the underlying rationale for senior management approval.
- Reconcile and perform grant closeout functions required by contracts administration and sponsors. Perform budget modification as needed.
- Recommend areas of concern and ensure follow up with program departments.
- Collaborate with senior management to create, disseminate, and implement contract budget-related policies and procedures that will ensure the consistency and integrity of the budget.
Other
- Maintain up-to-date listing and tracking of the agency's funding sources, grants and contracts, ensure implementation of best practices.
- Seek new ways to enhance efficiency, identify areas for improvement and advise on the best course of action with program and support departments.
- Perform special projects and other related duties as assigned.

Minimum Qualifications:
Job Requirements
Required Knowledge
- BS/BA in Accounting.
- Professional working experience in CFR, HeadStart, OASAS and ACS; CPA, a plus.
- Strong knowledge of federal, state, and local laws, regulations, and requirements that
- govern grants administration and donor-restricted funds.
- Respond effectively to complex inquiries from grantors and regulatory agencies.
- Detail oriented, extremely organized, and ability to manage multiple projects, with tolerance to work in a high-pressure environment, autonomously.
- Effective, persuasive written and verbal communication skills.
- Confidence to present and articulate recommendations to senior leadership.
- High proficiency with MS Word, MS Excel, and Intacct (a plus).
Salary:
$105,000 - $120,000
